12TH MUNICH ECONOMIC SUMMIT
Relaunching Europe
16 May - 17 May 2013
Europe was supposed to have become the world’s most competitive economy by now. Instead, its Eurozone bit is fighting for survival as a currency union, while the rest is not exactly flourishing.
Uncompetitive, burdened by high debts, divided, Europe doesn’t know what it wants to be. What must be done in order to make it soar again?

Becoming Slimmer
Europe Needs to shed its debt burden and a lot of flab. Bloated public-sector payrolls, high public and private indebtedness, wobbly Banks and underfunded welfare systems make it, in the best of cases, sluggish, and in the worst, make it sink. But how to go about it? Who should swallow the bad debts? How to Balance solidarity and feasibility? How to avoid a relapse?

Panel 2
Getting Fitter
Large swathes of the Eurozone, and of the EU at large, have become uncompetitive. For the countries involved, the road to fitness is not an easy one: it means becoming cheaper and ceasing to live beyond their means. Many of the necessary measures will run into strong opposition from vested interests and even from the citizens themselves: labour market liberalisation, ending support for lumbering national champions, adjusting the pensionable age to demographic realities, wliminateing market-distorting subsidies, bringing salaries in line with productivity or even temporariliy exiting the Eurozone. What are the most politically manageable options for regaining competitiveness?

Panel 3
Growing Stronger
Europe must draw on ist core strengths such as a social market economy, solidarity, unity in a wealth of diversity, and freedom of initiative to find common ground to grow closer together. Political union, banking union, fiscal union are all desirable, but in a sensible sequence. Political union, with the requisite common fiscal, financial and tax policies, calls for relinquishing sovereignty in favour of Brussels and a much deeper democratic anchoring of the European institutions. Will the pressure exerted by the crisis push the EU in that direction? Or what should it aim for?
